Amendments to the Rules on the registration and record of chemical products of the Republic of Kazakhstan

The Rules on the registration and record of chemical products of the Republic of Kazakhstan have been amended. In particular, earlier in 2020 para. 13 of the Rules has been amended: validity period of five years for the registration certificate was excluded, and, thus, now the registration certificates for chemical products (fertilizers) are issued for indefinite period. Recently, last year, para. 14 was supplemented (by the order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 7, 2022 No. 194) with the following: in case of refusal in the registration the authority shall notify the applicant with the decision providing the reasonable grounds for such refusal, on the other hand, the applicant has a right to explain and express his position during the hearing. At least three working days before hearing the authority shall send the notification informing the applicant about date, place and time for a hearing. The hearing shall be held no later than two working days from the date of notification. Based on the results of the hearing, the service provider issues a certificate of registration of chemical products or a reasoned refusal.
